Technology Management Solutions LLC ( is seeking an experienced Program/Financial Analyst for a government contract. The salary range for this position is $110,000 – $120,000 annually.


This is a hybrid position with approximately 60 percent work-from-home and 40 percent at the customers site in Springfield, VA.


As a Senior Financial Analyst, you will be responsible for providing budget and analytical support within the customer’s Resource Management Office (RMO). You will apply your knowledge of federal budgetary processes, financial systems, and software to generate high-quality analytical products in support of our customer’s objectives and requirements. You will use your knowledge and experience with the Planning, Programming, Budgeting, and Execution (PPBE) process, as well as Financial Systems Modernization Solution (FSMS) tools to deliver compelling and organized financial management products. You will verify and/or assign the appropriate accounting codes and support review and approval processes of procurement requests in the customer’s financial system in a timely manner. You will also utilize the customer’s spend plan to verify the accuracy and viability of procurements, as well as the budgetary impacts of variances from the originally planned budget.


You will perform daily management and reconciliation of the supporting programs, including the creation of amendments in the agency financial system (FSMS) for unobligated Procurement Request balances. You will generate meeting minutes for weekly Budget and Finance team meetings outlining discussion points, action items, and unresolved issues. You will assist with procurement request planning meetings and tracking by ensuring an organized and detailed financial PR status report is prepared weekly. You will prepare weekly financial status reports and monthly financial review summaries in excel and/or PowerPoint to facilitate communications with Program stakeholders.


You will provide cost estimates and analysis support for programs by analyzing, evaluating, and estimating contract Life Cycle Costs (LCCs), as well as overall financial execution according to the customer’s spend plan.  You will review and evaluate cost studies created by others; create cost studies and provide cost estimates based on established policies and procedures.

Providing interpretations of financial reports, statements, and data pointing out trends, identifying deviations from standards and/or plans, and projecting data into the future.


The successful applicant will have a Bachelor’s degree in Accounting, Finance, or Economics and

demonstrated a minimum of 5 years experience serving as an internal consultant to management on specific business and financial management programs and projects. He/she will be familiar with DHS/federal acquisition and procurement processes and regulations and proven understanding of financial terms, concepts, valuation methodologies and alternatives analysis. Must be proficient in Microsoft Office Suite with exceptional command of Microsoft Excel, including pivot tables. Experience with business intelligence and planning tools is desired.
